When there's a new issue cleavage the dominate party only wants to talk about those certain things.
- why wouldn't the minority party try and change the subject and make the election about something else?- if you at the top of that party is because that's the issue you are identified with. Even if you lead the minority you still don't change the topic so much cause then you wont be the leader of your party so much.
