- Party will nominate candidates that were loyal to the party program, and only those who pledged loyalty and promise they would enact it
- Try and enhance the difference between democrats and republicans
- Party organization would obligate the officeholders to vote the way the party suggests

- Voters have responsibility as well
- reelect party candidates if they are happy, vote out if unhappy
