What are some problems wiht the system

- Not many competitive elections
- Ordinary voters are very partisan
- Do we like polarization
- Voters don't see the connection between positions on healthcare and the environment and "less taxes"

- We have a nomination system that can't produce the party system we want

- Restricted rules: don't allow other side to offer amendments
- Is the best legislation going to emerge from our current system?

- Rules design to stop innovation from happening
