- We have a nomination system that can't produce the party system we want
- We have a fundraising system
- Restricted rules: don't allow other side to offer amendments
- Is the best legislation going to emerge from our current system?

Dissatisfaction with party system
- It does little to unify the political culture
- Think of things that happen in the US that don't happen anywhere else
o Federalism
o Bicameral Legislatures
- Rules design to stop innovation from happening
o Filibuster
- Parties don't speak with unified voice

- They are not programmatic, don't have a set of ideas they deliver
